Regulations And Policies Regarding The Virus Countermeasures
Note: The following is translated from the original Japanese document. The original document may supersede any part of the translation below, and may be invoked at any time.
For the JMoF 2023 convention, regulations and policies regarding countermeasures against COVID-19 have been established by the JMoF Executive Committee (hereafter “we”, “us”). For those wishing to participate in JMoF 2023, you will have the responsibility of periodically checking, fully understanding, and following these regulations. Please pre-register only after agreeing to these and other regulations mentioned, such as the participation regulations.
These regulations are separated into seven sections; “1. General Rules”, “2. Before Participating”, “3. Before Coming to the Convention”, “4. When Coming to and Entering the Convention (Temperature Check)”, “5. When Participating”, “6. After Participating” and “7. Supplementary Rules”.
1. General Rules
Code of Conduct
While participating in JMoF 2023, please thoroughly practice the COVID-19 countermeasures. Regardless of whether it’s before, during, or after the convention, please keep the following in mind and be mindful of your actions, especially during meetings or parties.
- Avoid the 3 Cs (Closed spaces, crowded places, and close-contact settings)
- Wear a mask correctly (to better prevent the spread of infection)
- Refrain from speaking loudly
- Visit shops and restaurants which have established COVID-19 countermeasures
- Split up your party when eating at restaurants
- Thoroughly disinfect the hands and fingers
- Refrain from excessive alcohol intake

Liability Waiver
- Even in the event that your JMoF 2023 participation privilege is revoked or refused, or if JMoF 2023 is canceled, refunding of the Pre-Registration fee, the On-site Registration fee, Changing Room usage fee, Dead Dog Party registration fee, and Dealer’s Room exhibition fee, etc. will be handled according to the rules outlined in the “Refunds” section of the “Information Complying with the Japanese Specified Commercial Transactions Act” page.
- If there is a change in the requests or guidelines from the government and local entities, there is a possibility these regulations will be revised. Registered participants of JMoF 2023 will be considered to have agreed to the revised regulation by maintaining their registration status.
- In the event of a change in the requests or guidelines from the government and local entities, or if the situation does not allow these regulations to be upheld, events or JMoF 2023 as a whole may be cancelled.
2. Before Participating
Before the convention starts, along with the “Code of Conduct” outlined in the “1. General Rules” section, also follow the requests below:
- From December 29th, 2022 (Thu., 7 days before JMoF 2023) onwards, please fill out the designated Health Management Checklist every day. Please use the link below to download it, and print it out on A4 paper.
- Please have the Health Management Checklist on hand on the days of the convention so that you can submit them in the event of staff instructing you to do so.
- The disinfectants used at the venue will include alcohol. For those with an alcohol allergy, or for those who find alcohol-based disinfectants hard to use, please bring along and use your own alcohol-free disinfectant.
3. Before Coming to the Convention
Before coming to the convention, please review the following. If even one of these applies to you, please do not come to or participate in the convention without exception.
Contact Check
- Yourself, a family member or a physically close friend/acquaintance has been suspected of becoming infected with COVID-19.
- Close contact with someone on or after December 29th (Thu.), 2022, who tested positive for COVID-19.
- On or after December 29th (Thu.), 2022, for any country/area that the Japanese Government has imposed a Travel Ban on, or a country/area that the Japanese Government has deemed to require a quarantine period for:
- Having entered Japan from one of the above areas.
- Having entered Japan while being a resident of one of the above areas.
- Having close contact with an individual who had entered Japan from one of the above areas.
- Having close contact with an individual who is a resident of one of the above areas.
Health Check
- Taking your temperature and finding it to be at or over 37.5℃
- Having a fever of 37.5℃ or over for three consecutive days on or after December 29th, 2022 (Thu.) (See note below)
Note: When your fever is obviously a side effect caused by a COVID-19 vaccine or seasonal influenza, this restriction does not apply. For further details, please see “7. Supplementary Rules”.
- Having symptoms like a cough, sore throat, loss of taste, etc.
4. When Coming to and Entering the Convention (Temperature Check)
When coming to the venue, along with the “Code of Conduct” outlined in the “1. General Rules” section, please adhere to the following countermeasures against COVID-19:
- If using public transportation, please try to avoid peak or busy times.
- If sharing a car with many passengers, please make sure to do things like properly ventillate the vehicle.
Temperature Check
When entering the venue or participating in the convention, you will need to undergo a temperature check at the following times everyday.
January 5th, 2023 (Thu., Day 1)
- 15:00 - 18:00, 30F Sky Banquet Le Mont (Welcome Lounge)
- 17:00 - 20:00, 1F Holiday Hall Lobby (JMoF Registration Desk, in front of the Room Momo)
January 6th, 2023 (Fri., Day 2)
- 7:00 - 9:00, 1F Le Mage (a breakfast venue)
- 10:00 - 20:00, 1F Holiday Hall Lobby (JMoF Registration Desk, in front of the Room Momo)
January 7th, 2023 (Sat., Day 3)
- 7:00 - 9:00, 1F Le Mage (a breakfast venue)
- 10:00 - 20:00, 1F Holiday Hall Lobby (JMoF Registration Desk, in front of the Room Momo)
January 8th, 2023 (Sun., Day 4)
- 7:00 - 9:00, 1F Le Mage (a breakfast venue)
- 10:00 - 17:00, 1F Holiday Hall Lobby (JMoF Registration Desk, in front of the Room Momo)
About the Temperature Check
- After it is confirmed that your temperature is less than 37.5℃, you will receive a “Check Completed” sticker. Please apply this sticker to the specified space on your convention badge.
- If your temperature is at or over 37.5℃, you will be unable to enter the venue or participate any further in the convention.
- Even if your temperature is less than 37.5℃ on the first day, if your temperature is at or over 37.5℃ on the second day, you will not be allowed to enter the venue or participate in the convention.
- If it is determined that your physical condition is poor, whether due to the temperature check or otherwise, you may not be allowed to enter the venue or participate in JMoF 2023.
5. When Participating
During the convention, along with the “Code of Conduct” outlined in the “1. General Rules” section, please follow the requests below:
Requests when Inside the Venue
- When using the elevator, keep the amount of people in one less than 6.
- As a general rule, eating and drinking are prohibited inside the venue. However, when inside the changing room and Headless Lounge, you will be able to bring and drink beverages that have a lid attached to them.
- Food and beverages served at the event are permitted to be consumed within the place where the event is held.
- Please take your trash home with you.
- When joining stage events, please keep your distance from other people.
- Playing musical instruments and other related behavior are prohibited except for the performance programs (and their preparation) that are officially scheduled.
Requests Regarding Fursuit Activities
- Please refrain from excessive contact when greeting with a fursuit, like hugging for an extended period of time.
- Please refrain from long periods of conversation or photography when facing each other (within 2 meters).
- The borrowing or lending of fursuits, or necessary props for fursuiting is prohibited, except as permitted by us.
- Before and after wearing the fursuit, keep in mind the materials, and disinfect each part.
- When wearing a fursuit, please wear a mask/balaclava/facemask, etc., and practice the COVID-19 countermeasures.

Requests when In the Dealer’s Room
- To prevent the 3 Cs, we will implement a staggered entry system based on participation tiers for the Dealer’s Room. Please follow any guidelines posted or staff instructions.
- While waiting in line, try to keep about a meter distance away from others in line.
- Please avoid any actions that heighten the risk of infection, such as excessive touching of the products.
- Please use a money tray or whatever the dealer specifies when dealing with cash.

About Handling of Those in Poor Physical Health
- If any symptoms arise such as a fever or cough, or if there is a participant who has developed symptoms, please notify nearby staff.
- For the participant described above, we will ask about the temperature checks and symptoms, and check the Health Management Checklist forms in the First-Aid room.
- If it’s suspected that it is COVID-19, the above participant will not be allowed to participate in the rest of JMoF 2023. Please follow the instructions of Toyohashi City Health Care Center’s Consultation Center.
6. After Participating
After the convention ends, along with the “Code of Conduct” outlined in the “1. General Rules” section, also follow the requests below:
- After participating in JMoF 2023, please prompty return home. For countermeasures against COVID-19 when commuting to and from the convention, please see “4. When Coming to and Entering the Convention (Temperature Check)”.
- Please keep your Health Management Checklist forms for up to two weeks after JMoF 2023 (January 22nd (Sun.), 2023), and if you receive contact from the JMoF Executive Committee, please promptly submit these forms.
- After participating in JMoF 2023, if you contract COVID-19 by January 15th, 2023 (Sun., 1 week after the event), please immediately contact the JMoF Executive Committee at “Contact Us”.
7. Supplementary Rules
If you receive a vaccine for COVID-19 and/or seasonal influenza during the period of you filling out the Health Management Checklist (from December 29th (Thu.), 2022, to January 8th (Sun.), 2023), it is expected that you have a fever for three consecutive days due to side effects. However, you may be allowed to participate in JMoF 2023 by confirming the following:
- Please prepare a copy or a photo of a COVID-19 vaccine certificate and/or seasonal influenza. Please have it on hand with the Health Management Checklist on the days of the convention.
- When it is confirmed that your temperature is at or over 37.5℃ at the temperature check before coming to or entering the venue, even if it is the side effect of the vaccine, you will be unable to enter the venue or participate in the convention, so please do not come to the venue.
- Please keep the copy or photo for up to 3 weeks after JMoF 2023 (January 22nd (Sun.), 2023) with the Health Management Checklist, and if you receive contact from the JMoF Executive Committee, please immediately submit it.
Basic COVID-19 Countermeasures Implemented at the Venue
- Security staff will patrol the venue, and will give instruction if any instance of the "3 Cs" (closed spaces, crowded places, close-contact settings), loud voices, etc. are found.
- Alcohol spray disinfectants will be placed at specific places inside the venue, and staff will check and refill the containers regularly.
- The chairs, desks, doorknobs, etc. inside the venue will be suitably disinfected.
- The convention space will be constantly ventillated, and the ventillation conditions will be monitored using a hygrometer (for measuring humidity) and a CO2 densitometer (for measuring CO2 concentrations).
- Before and after an event, the event space will be disinfected.
- There will be an entry limit implemented for each event in order to prevent crowding in the convention spaces.
Staff COVID-19 Countermeasures
- The JMoF Executive Committee will have the obligation to request each staff member to submit a Health Management checklist form on each day of the convention.
- All staff members will be distributed masks/faceguards, gloves, etc.
- If any symptoms such as a fever or cough are discovered among the staff members, their duties will be promptly halted, and they will be handled according to the instructions of Toyohashi City Health Care Center's Consultation Center.
Supplementary Rules
If there is a change in the requests or guidelines from the government and local entities, there is a possibility these policies will be revised.
